The remarkable expansion of the informal sector following neoliberal reforms throughout Latin America coincide with austerity measures that simply cannot support security forces to watch your car (or indeed, to keep you from getting shot). Nonetheless, as gringo knows, all over LA, you can pay others in the informal sector to watch your car for you: indeed, if you don't, they'll steal it.
It all makes sense, really, if you think about it.
In other news, three days ago, I found a car that actually had a tow-for-abandonment tag on it. I'll betcha that tag is still there.

Definitely a deterrent to leaving your car parked. At least it's keeping the auto thief market afloat.
